Level 0: Character set conversion only with an obvious fall-back
Level 1: L0, and language sensitive transliteration with rudimentary Posix level of cultural elements
Level 2: L0, L1 and basic Translation Memory, for, e.g.Directory, keywords, geographic place names and application messages for national
Level 3: L0 through L2, plus optional parallel routing of text body through a third party Machine Translation engine
